Notice to Mariners · material change feed
A public event record for recognized changes to code, control, permissions, Safe configuration, pause state, and source verification.
The first successful observation establishes where future comparisons begin. No stored event is never translated into a claim that nothing changed before or outside that window.
9 of 9 covered deployments have comparison checkpoints and 8 source-document baselines are stored. This is a monitoring baseline, not evidence of no prior or unrecognized change.

The feed stays narrow. General news and price movement do not become contract-control events.
| Event family | Observed detector | Limit |
|---|---|---|
| Code and proxy | Implementation, proxy administrator, and beacon changes | A changed address does not prove the new code is safe or harmful. |
| Ownership and roles | Owner changes plus standard role grants and revocations | Recognized interfaces do not cover every possible privilege. |
| Emergency controls | Standard pause and unpause events | A pause event does not explain the reason or complete commercial effect. |
| Safe configuration | Owner, threshold, and module changes on recognized Safe contracts | Public configuration does not prove signer identity or independence. |
| Source verification | Changes in exact, partial, unverified, or unavailable Sourcify state | Verification status is inspectability, not an audit or safety verdict. |
| Issuer documents | Normalized public-source content hash changes | A changed hash creates a review task. It does not prove that commercial terms or product risk changed. |
| Coverage gaps | A named block range when a bounded scan cannot advance completely | A gap is not evidence that no event occurred. |
Events are retained as immutable evidence. A source failure withholds advancement instead of creating a false quiet period.
Public Ethereum code, storage, calls, logs, blocks, and transaction identifiers at a named block.
Legal rights, off-chain custody, issuer intent, audit quality, or the safety of contract logic.
The standardized implementation, beacon, and admin storage slots used by ERC-1967 proxies.
That every upgradeable contract uses ERC-1967 or that an unrecognized contract is immutable.
Current Safe owners, threshold, modules, and other standard configuration values read directly from chain state.
Owner identity, signer independence, operational security, or the intent of a pending transaction.
Whether deployed bytecode has an exact or partial public source-code match in Sourcify.
That verified code is safe, audited, correctly configured, or the only code in the control path.
